Drones Can Be Creepy

Working as a property management professional as well as living in an apartment during those stints, my personal experience with apartment life is extensive and for the most part, awesome.
After recently selling our home we chose to live in a one bedroom apartment until our next home is built. We chose a smaller apartment in a very walkable neighborhood in a controlled access building. We love it!
One week ago, while enjoying the courtyard pool with neighbors, a drone flew into the courtyard. It came from outside of the multi story building and was guided via an attached camera. The hum was loud as it hovered over various groups of people and then settled over the center of the pool. It spun around as if observing all areas while hovering about 10 feet from the surface of the water. It then flew away. The word of the day was "creepy" and the women at the pool felt uncomfortable. I personally was angry and wanted to take a giant fly swatter to it and smack it into the pool.

I wonder how most people feel about this? Whose responsibility is it to control this activity? Is it okay? It felt like a "peeping tom" was there with us at the pool that day.
